Williamsburg County Landfill Guide: Hours, Drop-Off Sites & Accepted Materials
Everything residents and contractors in Kingstree, Greeleyville, Andrews, and the rest of Williamsburg County need to know about landfill hours, 20 recycling drop-off sites, C&D disposal fees, and what you can't put in a dumpster.
Williamsburg County handles solid waste differently than most Pee Dee counties. The landfill at Salters only takes construction and demolition debris — household garbage goes to one of the county's 20 recycling drop-off sites, which are serviced by Waste Management under a county contract. Before you load up a truck or rent a dumpster, here's what you need to know about where things go and what's accepted.
Williamsburg County Landfill (C&D Facility)
Williamsburg County Landfill — Salters
Address: 564 Old Gapway Road, Salters, SC 29590
Phone: (843) 355-8901
Hours: Monday–Friday, 7:00 AM – 3:00 PM
Closed: Saturdays, Sundays, and county holidays.
Accepts: Construction and demolition (C&D) debris only — clean concrete, wood, drywall, roofing materials, and general construction waste.
Fees: $111 annual Solid Waste Disposal Fee + $30 Special Landfill Fee for Williamsburg County residents. The Special Landfill Fee funds ongoing landfill maintenance (required by SCDHEC) and C&D operations. Commercial haulers should call ahead for current tipping rates.
Phase I of the Class III landfill (11.9 acres) has been closed. Phase II construction is underway and awaiting DHEC certification. C&D debris continues to be accepted at the Salters facility until it reaches capacity. All loads must be secured and covered during transport — South Carolina law requires it.
Williamsburg County's 20 Recycling Drop-Off Sites
Unlike many counties that rely on a single landfill for all waste, Williamsburg County routes household garbage and recyclables through 20 recycling drop-off sites spread across the county. These sites replaced the old "green box" collection system and are maintained by the county's Solid Waste department, which operates 4 roll-off trucks to service all locations. Waste Management handles hauling under a county contract, with disposal at Oakridge Landfill in Dorchester and the Sumter Transfer Station.

Williamsburg County Solid Waste Fees
Williamsburg County funds its solid waste program through two annual fees assessed to property owners:
- Solid Waste Disposal Fee: $111/year — covers expenses for maintaining the county's 20 recycling drop-off sites, roll-off truck operations, and the Waste Management hauling contract.
- Special Landfill Fee: $30/year — required by SCDHEC to fund 30-year post-closure maintenance of the Salters landfill and ongoing C&D operations.
These fees apply to all property owners in unincorporated Williamsburg County. For questions about your solid waste assessment, contact the county at (843) 355-9321.
Environmental Compliance for Williamsburg County Contractors
Contractors working in Williamsburg County must dispose of C&D waste at licensed facilities. The county landfill at Old Gapway Road in Salters is a licensed C&D facility — appropriate for clean concrete, wood, drywall, roofing, and general construction debris from permitted projects.
Key Rules for Contractors
- Keep a waste manifest for commercial C&D loads
- Never mix hazardous materials (paint, solvents, chemicals) with general debris
- All loads must be covered during transport under SC law — violations carry fines
- The landfill accepts C&D only — household garbage and municipal solid waste must go through the county's drop-off site system
- Use a licensed roll-off provider for job site waste to ensure compliant disposal without multiple landfill trips
- Contact the landfill at (843) 355-8901 before hauling commercial loads to confirm current rates and acceptance
When a Dumpster Makes More Sense Than a Landfill Trip
For small loads — a few bags of household trash or a single piece of furniture — one of the county's 20 drop-off sites is the easiest option. But for renovation projects, full cleanouts, roofing tear-offs, or any job generating more than a truck bed of debris, a roll-off dumpster is more practical. Your provider handles transport, disposal, and compliance — no landfill queues, no load-securing hassle, no per-trip driving time.
This is especially true in Williamsburg County, where the landfill is limited to C&D debris and located in Salters — a drive from Kingstree, Greeleyville, or Andrews. A dumpster rental eliminates the need to sort what goes where and make multiple trips to different facilities.
For contractors running multiple job sites across the county, roll-off rentals also eliminate the need to track individual disposal runs and ensure every load hits a licensed facility.
